It is preceded by a two-page Legislative Counsel’s Digest that identifies existing healthcare programs and highlights elements of the proposed CalCare program that would “incorporate all the benefits and standards” of existing programs and offer “comprehensive universal single-payer health care coverage and a health care cost control system for the benefit of all residents of the state.”
